Some business tell team members to not book more than 40hous in the week, irrespective of the hours worked.  This doesn't help a company know what it takes to really get the work done. It makes it more difficult to build a case for needing more resources and throws off project metrics. Also, it is a self-fulfilling problem, as future projects will be estimated using this under-reported figure.
